ಇವತ್ತಿನ ಸುದ್ದಿ : DEORA RULES OUT FURTHER FUEL PRICE CUT Rajeev Jayaswal The Economic Times New Delhi: The government has ruled out further reduction in petrol and diesel prices in near future. It will allow PSU oil companies—Indian Oil Corp (IOC), Bharat Petroleum Corp (BPCL) and Hindustan Petroleum Corp (HPCL)—to earn additional profits of over Rs 11 a litre on petrol and about Rs 3 a litre on diesel for some more time before evolving a new mechanism to offset their losses on retail sale of kerosene and cooking gas below the cost price. “There is a proposal to decontrol petrol and diesel prices that will automatically peg retail prices of auto fuels at market-determined rates. The process also involves working out a new subsidy mechanism for kerosene and domestic liquefied natural gas (LPG) to continue providing cooking fuels below market rates to the poor. Meanwhile, public sector oil marketing companies should be allowed to make up some of their losses so that they would not close this financial year in red,” an official in the government, who did not wish to be identified, said. The three oil companies, for the first time, incurred a combined loss of Rs 14,431 crore in the first half of 2008-09. Petroleum minister Murli Deora has also told Parliament that “further reduction in the prices of petrol and diesel has not been found feasible at this stage in view of the continuing underrecoveries on sale of kerosene and domestic LPG.” The government reduced pump prices of petrol by Rs 5 a litre and diesel by Rs 2 a litre on December 6 to provide interim relief to the consumer. Oil companies are still losing Rs 17.26 a litre on kerosene and Rs 148.38 on every cooking gas cylinder. IOC, the largest oil marketing company in the country, is losing Rs 6 crore daily on sale of the cooking fuels. The combined underrecovery of the three public sector oil companies, calculated on December 16, is Rs 1,11,500 crore for 2008-09. The move to deregulate prices of petrol and diesel would result in consumers paying less at the pump as prices reflect the recent steep fall in international oil prices. “But, consumers should also be prepared to pay a higher price when global oil prices soar as happened in July this year,” an official in oil ministry said. The official, on condition of anonymity, said representatives from the oil and finance ministries and the Planning Commission will look at devising a new way to compensate state-owned oil companies for selling cooking gas and kerosene below cost prices once petrol and diesel prices are deregulated. Presently, higher prices for these auto fuels subsidise cooking gas and kerosene. The proposed deregulation will also pave the way for private oil marketing firms to reopen their petrol stations. According to an IOC estimate, if the proposed deregulated is implemented in the current market, prices of petrol and diesel could go down to Rs 34.14 and Rs 29.94 a litre, respectively, in New Delhi.
